You won't find many people here who know what that means, though the rank ought to earn you some respect either way. People are hardwired to treat a title with a certain reverence, even if it's one they've never heard before.

There's a Breeding Center a short distance from the Goldenrod Pokemon Center; if you give them credentials and demonstrate that you're new, they'll give you a free Pokemon egg. They usually take about a week to hatch, and that's one easy way of augmenting a team early on.

Also, I can recommend an excellent restaurant in the commercial district.

Martin's. There's a red awning with white trim and small white fairy lights on the bushes surrounding the patio.

If you've got a craving for your hometown cuisine, you're going to have a hard time finding a very wide selection around, but they make a fairly tasty stroganoff — or something close enough to call it one.
